ESTABLISHING A STORM WATER UTILITY

Garners Creek Storm Water Utility was created in 1998 by and between the Village of Combined Locks, the Town of Buchanan, and the Town of Harrison, for two primary purposes:


    • To regulate the land use development as it relates to discharge of surface waters and require adequate safeguards, so that the development can continue without damage to others or the environment
    • To provide a physical system of drainage that protects the landowners by the efficient and effective transportation of water in accordance with and in compliance with local, state and federal regulations.

In 2008 a third purpose

  • Water Quality                                                                               was added to the objectives of Garners Creek Utility

The three municipalities entered into an agreement creating the Garners Creek Storm Water Utility for the purpose of planning and directing the development, financing, construction, operation, maintenance, regulation, and administration of a joint storm water utility system.
